The First Whistleblower is a private organization created to protect and promte the rights of "Whistlblowers".
Though there are state and federal laws that make it illegal to retaliate against those that report or oppose corruption, waste, and fraud by or against the government, there are no organizations dedicated to protecting the rights of "Whistleblowers".
Too often, when a Whistleblower makes a report of abuse or fraud, they are retaliated against by the offenders, or even worse, by those they make the report to. While laws exist providing adminstrative or civil remidies for the illegal retaliation against Whistleblowers, the Whistleblower soon finds themself struggling alone against a bureaucry stacked against them.
Even more offensive, is the fact that the government usually provides the VIOLATOR with free legal representation (with no assitance whatsoever to the Whistleblower). These government paid lawyers then take advantage of the Whistleblowers' lack of legal expertise, and vicitimize them further by having their case dismissed on some obscure legal technicality, or by rigging proceedings with corrupt judges determined to protect their political friends by ignoring and tramplining upon the rights of the Whistleblower.
The First Whistleblower was created to turn the tide of this corrupt and unjust system.
It is the mission of the The First Whistleblower to protect and promote the rights of the Whistleblower through information, support, and with legal and financial assitance.
It is the goal of The First Whistleblower to provide ALL WHISTLEBLOWERS with:
- Information about their rights as a Whistleblower
- Information on how to initiate and pursue their claims
- A method of making an ANONYMOUS TIP of abuse, fraud, waste, mismanagement, or illegal activities by government employees or contractors
- The legal and financial assitance necessary to enable them to combat unlawful acts of retaliation against them
The First Whistleblower will strive to promote legislation that would strengthen the rights of Whistleblowers and prevent the government from protecting or assisting those that would retaliate against them.
On February 10th 2003, a hearing was held before the State of Arizona Personnel Board. The purpose of this proceeding was to determine whether the State Board had jurisdiction over a "Whistleblower Complaint" filed against a number of high ranking Maricopa County officials.
At this hearing, County officials testified that prior to Mr. McNair there has NEVER been a "Whistleblower Complaint" filed in Maricopa County. (Public Court records prove otherwise.)
The effect of the perjurous testimony by these government officials was to bestow upon Mr. McNair the honor of becoming "The First Whistleblower" for Maricopa County.
The First Whistleblower was then created, and accordingly named, as a reminder to all corrupt government officials, that their attempts to cover-up their unlawful activities and persecute those whom would report such, will not go unnoticed nor unopposed.
The First Whistleblower was formed in December of 2003 in response to the persecution of Mr. Scott McNair by the corrupt government officials of Maricopa County and the State of Arizona.
This network of Maricopa County political "Good 'ol boys" began a campaign of retaliation against Mr. McNair in attempt to financially ruin him and prevent the exposose of unlawful activities they were aware of, or directly involved in.
Through the information and support provided by The First Whistleblower Mr. McNair was enabled to file appeals with the Superior and Appellate Courts of Arizona, and initiate a civil action against the offenders in U.S. District Court.
